Heater fan works only when heating is off. When heating is on the fan does not work. Changed thermostat but that didn't fix the problem.

My 2nd floor receives no air (heat or AC), and would like an opinion/proposal for how to remedy this. Also, I would like to see if I can direct vent my furnace. Lastly, if you sell and install tankless hot water systems I would like a proposal for that as well.
